I have taught Business Ethics, Business Law, and Employment Law at SPS for a number of years and am also an arbitrator and mediator in both public and private sector labor disputes. I was the Regional Director of the New York State Public Employment Relations Board, an Administrative Law Judge and Mediator from 1991-2012. From 2012 until June 2015, I was the General Counsel and Deputy Director of the New York City Office of Collective Bargaining. I am the author of The Taylor Law and the Duty of Fair Representation and Impasse Resolution Under the Taylor Law, the latter published by the New York State Bar Association, and a co-editor of the treatise Lefkowitz on Public Sector Labor and Employment Law.
