New Program Development

• Associate Dean of academic unit should discuss program with SPS Dean.
• Prepare a Preliminary Proposal* and share it with the SPS Dean and the Office of Academic Affairs & Innovation (AA&I).
• Academic unit will meet with AA&I, and on occasion Nexus, to discuss proposal process and program design. 

*Reach out to AA&I via sps.academicaffairs@nyu.edu to request a preliminary proposal consultation. AA&I will prepare a Memo of Intent (MOI) based on the preliminary proposal, and upon the Dean’s approval will submit the MOI to the UPC/GPC for review. GPC Note: Effective 1/1/2020 schools/units must send one representative to the meeting at which the MOI is to be reviewed.

• Individuals who have been identified to work on program/course development must be hired as faculty at NYU SPS.
• Individuals from other NYU schools or outside of NYU must complete all new hire paperwork with the Office of Finance and Administration following the standard process. 

• Once a faculty member is listed in the NYU SPS Faculty Appointment System (FAS), with no holds, the department can request an MOU. (NOTE: Developing a course does not require developer to be appointed as instructor. Developing and teaching are separate.)
• For compliance purposes, a countersigned MOU must be on file with OFA prior to commencing development.

• Contact the Office of Finance and Administration to discuss and prepare enrollment and revenue projections. 

• Identify an external reviewer and begin preparing appropriate documentation as indicated in Appendix VI of the New Program Proposal Template.

• The Nexus team is available to discuss curriculum design, assessment, and best practices to support new program development. 

• Department may prepare a complete draft of the New Program Proposal, including syllabi and share it with AA&I and Nexus for preliminary feedback. New Program proposal templates are available by email request via sps.academicaffairs@nyu.edu.

• Share latest draft of proposal, including syllabi, and faculty information with external reviewer. (Note: targets and projection need not be shared)

• Department submits the final draft of proposal, syllabi and all attachments to AA&I via CurriQunet. 
• To facilitate the process, AA&I may provide feedback and/or request additional information.
• AA&I shares proposal with SPS Dean and Associate Dean for final school-level approval. 

• On behalf of the SPS Dean, AA&I will send complete application to Graduate Program Committee (GPC) or Undergraduate Program Committee (UPC) by the submission deadline.
• After submission of proposal, a GPC/UPC representative will contact presenters with meeting location and estimated presentation time.

• Marketing and recruitment cannot begin until we have received formal written approval from New York State Education Department (NYSED). However, while the proposal is under review, you may begin working with Nexus, Marketing, Admissions, and other administrative teams, as applicable, to prepare material for program launch.

• Upon notification of GPC/UPC approval, AA&I will prepare application materials for submission to the Office of the Provost – Office of Academic Program Review and Assessment (OAPRA).
• OAPRA may provide feedback and/or request additional information necessary for final submission to NYSED. (NOTE: estimated review time is approximately  2-4 months)
• As the liaisons to NYSED, OAPRA will submit application and materials. (NOTE: estimated review time is approximately 3-6 months)

• Upon receipt of written approval from NYSED, AA&I will update SPS academic and administrative units and will work with University offices to add new program data into systems.
• Department can begin marketing, recruiting, and implementing.

• First cohort of students begins the new program.
